Counseling and Psychiatric Services (CAPS) at CU Boulder is offering two positions for a two-year post-master’s social work fellowship. The Social Work Post-Master’s Fellowship at CAPS allows recent MSW graduates to receive further education, training and supervision, as well as gain experience working in a college counseling center to work towards licensure. Location: This position works in a hybrid, work-from-home base blended with regular regional and/or state travel, depending on the particular assignment. This position will be responsible for providing court liaison services to a specifically assigned region in Colorado.

Position Description:
Legislation creating Bridges of Colorado speaks to the disparities typically experienced by individuals with significant mental and/or behavioral health challenges, including mental health disabilities, who are also involved in the criminal justice system and tasks the program with promoting positive outcomes for participants. Court Liaisons are generalists, boundary spanners, and creative problem solvers who work to identify need and help connect participants to appropriate services, in part by addressing the multitude of complex barriers that exist for participants. Court Liaisons are assigned by district or region of the State and support Bridges participants in gaining access to meaningful services and resources with a person-centered, trauma-informed, and socially-just approach.
This critical role also liaises with the relevant criminal justice, behavioral health, and support service entities to support decision-making and actions that take into consideration the participants’ behavioral health best interests. Court Liaisons function as court-appointed experts, providing a broader base of information for legal problem-solving and decision-making. They inform courts and attorneys of participant need, available community-based services, and individual and systemic barriers and related solutions. While liaisons are neutral in legal proceedings, they advocate for the best interests of the participant’s behavioral health both in and out of the court setting.
A Senior Court Liaison will carry a specialized caseload, provide a lead function to other Court Liaisons on their regional team, carry a high level of knowledge about regional and statewide Participant resources, and support other Court Liaisons and the Regional Manager in high-need/complexity situations, educational efforts, and community-based initiatives in a specialty or geographical area.

Duties and Responsibilities:
Analysts receive inquiries and complaints from the public and independently review a variety of issues from moderate to difficult complexity. Such issues involve a range of sensitive and factual situations. Complaints may include concerns or questions about a wide variety of issues, including child welfare services, Medicaid, behavioral health services, residential treatment for children and youth, the Division of Youth Services, parental rights and applicable law and regulations.
Analysts are required to carry a full caseload, averaging at least 25 cases. In reviewing complaints and cases, analysts may be required to identify applicable standards, regulations and practices. They may also be required to identify situations in which no clear criteria or standards exist. Duties typically require the analyst to make decisions based on independent, substantial analysis of the issues presented by citizens. Their analysis typically include:
Review of applicable laws, regulations, and policies.
Accurate interpretation of law, regulations and policies and meaningful application of those standards to the facts in each case.
Identification of key issues in each case and prioritization of those issues.
Determination of an accurate and meaningful resolution for each case to possibly include facilitation of conversations, recommendations and appropriate guidance.
