Students are invited to a special panel discussion, “Behind the Ballot Box,” featuring five local County Clerks and Recorders! This is a unique and valuable opportunity for students to learn directly from the officials who manage election security, ballot processing, and voter access in Colorado.

Molly Fitzpatrick was elected as Boulder County Clerk and Recorder in 2018 and took office in January 2019. Her current term continues through early January 2027. As Boulder County Clerk and Recorder, Molly oversees three divisions including elections, motor vehicle, and recording. Since taking office, Molly has overseen 11 elections. As Clerk, Molly has prioritized the advancement of processes designed to enhance integrity, accuracy, accessibility, and security in the elections process and has worked to demonstrate these values to the public. In 2024, Molly served as the President of the Colorado Clerks Association after serving as the Elections Legislative Co-Chair.
Clerk Paul D. López is a proud Denver native and dedicated public servant committed to making local government accessible, equitable, and transparent. He currently serves as Denver’s elected Clerk and Recorder, overseeing elections, campaign finance, public records, and marriage licensing. Before taking office, he served three terms on City Council, becoming the youngest person ever elected and leading revitalization efforts in West Denver. His work brought improvements to streets, parks, public art, and access to essential services in underserved neighborhoods.
A graduate of Denver Public Schools and the University of Colorado Denver, he worked multiple jobs to pay for college and became a strong advocate for first-generation and low-income students. He later organized labor and community campaigns for affordable housing, healthcare, and workers’ rights.
Clerk López has championed civic engagement through grassroots voter registration drives and national leadership roles, including on the board of NALEO. He also chaired Denver’s 2010 Census Complete Count Committee and led the City Council’s redistricting process.
His leadership has earned him honors from the Colorado Black Chamber of Commerce, the Boy Scouts of America, and President Obama’s White House. He lives in Villa Park and is the proud father of his daughter, Nayeli.
Joan Lopez was elected in November 2018. The Arapahoe County Clerk and
Recorder’s office is responsible for registering motor vehicles, recording deeds,
issuing passports, issuing marriage and civil union licenses, registering voters,
administering elections, and maintaining records for the Board of County
Commissioners. The office comprises 138 employees and four office locations.
Joan has more than 24 years of direct experience, working in the office since
2001.

employee, we provide customer service training and cross-training opportunities
for division employees.
• Shorter Wait Times. Our customers, both County residents and private

• Fiscal Responsibility. As the County continues to grow, evaluate the
sustainability of the office’s non-statutory services and offerings to save tax
dollars.
• Increased Voter Education and Access. Provide materials to help voters
understand their rights and opportunities to engage in the democratic process.

Joan is a graduate of Englewood High School and holds an associate degree in English Language and Literature/Letters from the Community College of Denver. She is a Certified
Elections Registration Administrator and earned the Trailblazer Award from Emerge Colorado in 2023.
In 2020, the Clerk and Recorder’s Office won an Election Assistance Commission Innovation Award for our curbside ballot program, which provided safe options during the pandemic and better access for voters with disabilities. The Office also won a People’s Choice Honorable Mention in 2024 for collaborating with Denver and Adams counties for creating the first tri-county voting center at Martin Luther King Jr. Library in Aurora to serve voters from those counties. The Office also won the Award of Excellence in Communications and Marketing for its 2020 General Election Communications Plan.
Joan is the first person of color and the first Latina to hold the office of Arapahoe County Clerk and Recorder.

New Faculty Program: Roadrunner Reps
In the Fall of 2025-2026, Undergraduate Studies received a small grant from Students Learn Students Vote to fund a student worker to engage Roadrunners in American civics and democracy, as well as some funding for a faculty program called Roadrunner Reps which encourages faculty to integrate democratic values into their courses.
For the 2023-2024 Fall and Spring semesters, Undergraduate Studies received grant funding from the Community First Foundation and the Denver Foundation to for a team of student workers to conduct voter engagement work on campus and in the greater Denver community.
For the 2022-2023 Fall and Spring semesters, Undergraduate Studies acquired grants from the Rose Foundation and the Ask Every Student organization. The group of Voter Engagement Student Ambassadors (VESAs) conducted educational panels, media interviews, and worked to bolter the Roadrunner voter turnout.
