Eight major industries depend on certified water management professionals: agriculture, municipal utilities, mining, oil and gas, food and beverage processing, real estate development, power generation, and environmental consulting. In Colorado, the path to certification is through the state’s Colorado Certified Water Professionals (CCWP) program, AWWA credentials, and university-based training. The question is not whether certification matters. In Colorado’s water-scarce, regulation-driven environment, it is quickly becoming the minimum expectation.

Colorado law, federal EPA standards, and the state’s acute water scarcity have combined to make certification a legal requirement for operators in utilities and wastewater systems. The EPA’s Safe Drinking Water Act requires states to establish minimum certification standards for all public water system operators.
Beyond the legal framework, Colorado’s water situation creates practical demand that regulations alone don’t fully capture. As drought conditions persist and allocations tighten, the complexity of water management in Colorado is increasing. As such, certified expertise is crucial to keep operations both legal and functional.
Colorado offers two primary state certification tracks through the CCWP program (treatment and distribution), alongside AWWA operator credentials and university-based certificates, which together cover the full range of water management roles.

The Colorado Certified Water Professionals (CCWP) program, administered by CDPHE, is the legally required credential for operators of public water and wastewater facilities in the state. It has two parallel tracks:
According to the CDPHE’s 2024 Operator Certification Annual Report submitted to the EPA, Colorado had 3,480 active treatment certificates and 3,798 active distribution certificates as of December 31, 2024. That same year, 2,182 water treatment and distribution exams were administered, a 10% increase from 2023.
Pass rates from the same report show that the average first-time pass rate for water treatment exams was 71%, with entry-level Class D at 77% and advanced Class A at 45%. For distribution exams, the overall first-time pass rate was 62%, with Class 1 at 68% and Class 4 at 41%.
AWWA is the primary national organization for water sector professionals and offers study resources, exam preparation guides, and continuing education programs. Most Colorado operators use AWWA materials to prepare for state exams and maintain their certifications over time. AWWA resources are also recognized across states, which adds career portability for professionals who may move between jurisdictions.
For professionals seeking deeper applied knowledge, particularly in water resources management, water policy, and water law, university certificate programs provide a different kind of credential than the state operator track. MSU Denver’s Professional Water Studies Certificate is designed for working professionals who need applied knowledge of Colorado water law, management frameworks, and policy without pursuing a full graduate degree.
Timelines range from a few months for the entry-level Class D or Class 1 CCWP credential to twelve months or more for advanced certifications and university-based programs. It all depends on your starting experience and the complexity of the credential.
For most people entering the field, the pathway looks something like this:
The entry-level CCWP credentials (Class D treatment and Class 1 distribution) require passing a single exam and completing mandatory regulatory training (MRT) units. Candidates typically spend 8–12 weeks preparing using AWWA study guides and practice exams before sitting for the test. Advancing to a higher level requires holding the certificate of the level below.
Entry into the CCWP program (Class D and Class 1 certifications) requires no prior degree, only qualifying experience and passing the exam. Advanced certifications require progressively more experience, and there is a provision for a substitution of education for experience requirements.
For professionals coming from non-water fields, the Class D or Class 1 credential is a natural entry point. It is achievable without prior water industry experience. For those with engineering or science degrees, university-based programs complement the state certification track by adding depth in water policy, water rights, and systems management.
Colorado also recognizes experience from federal water management roles and, in some cases, allows degree holders to substitute education for a portion of the required experience hours.
As earlier stated, Colorado certifies water treatment plant operators, distribution system operators, and wastewater operators through its Colorado Certified Water Professionals (CCWP) program. CDPHE’s CCWP program is the legal certification authority required to work as a water operator in the state.
The national median annual wage for water and wastewater treatment plant operators was $58,260 in 2024, according to the Bureau of Labor Statistics, with the top 10% earning more than $86,160. In Colorado’s urban markets, compensation at the higher end of this range is common.
The BLS Occupational Outlook Handbook projects that overall employment for water and wastewater plant operators will decline 7% from 2024 to 2034, primarily because plants are becoming more automated. That number, however, does not mean fewer opportunities for qualified candidates; it only means the work is changing. The BLS simultaneously projects approximately 10,700 openings per year throughout the decade, driven almost entirely by the need to replace retiring workers.
Salary ranges vary meaningfully by certification level, employer type, and geography. Entry-level Class D/Class 1 operators in smaller systems typically start in the lower range. Supervisory and advanced-certification roles at larger urban utilities like Denver Water, Aurora Water, and Colorado Springs Utilities command higher compensation. Environmental consulting and water resources roles for professionals with both state credentials and applied management knowledge typically sit at the higher end of the salary range.
CCWP certifications must be renewed every three years, with training unit requirements that increase with certification level. CDPHE’s Regulation 100 specifies the number of training units required per renewal cycle: Class D and Class 1 require fewer hours than Class A and Class 4, which require 3 training units per cycle (1 training unit is equivalent to 10 approved contact hours). A portion of those units must come from Mandatory Regulatory Training covering specific regulatory content areas updated by CDPHE.
Approved training sources include AWWA programs (many of which are pre-approved for CCWP credit), employer-sponsored training, university courses, and industry conferences. Certifications that have lapsed can be restored within 2 years by meeting the applicable requirements. Beyond two years, the operator must re-examine. The 2024 CDPHE report noted 14 re-credentialing exams that year, a small number, suggesting most certified operators maintain their credentials successfully through the renewal cycle.

Certification is not legally required for all farm roles, but it is increasingly expected for supervisory positions in large agricultural operations and water districts. CCWP is Colorado’s state-administered legal certification. It’s the credential operators must hold to run water and wastewater facilities under Regulation 100. AWWA provides study materials, training courses, and certificates of completion that support both exam preparation and CCWP renewal. Most Colorado operators use CCWP for their legal credential and AWWA resources for preparation and continuing education.
Yes. Exam preparation and continuing education are available online through approved training providers. The certification exams themselves are administered electronically. However, practical field experience requirements must be met in-person at qualifying facilities.
Exam fees vary by level and provider. Exam preparation through AWWA materials, employer-sponsored training, and online courses adds additional cost. Many Colorado utilities cover or reimburse staff certification costs as part of professional development budgets. Municipal water utilities are the most consistent employers; every public water system in Colorado is legally required to have a certified operator in responsible charge.
