Does the VA pay my tuition to MSU Denver?
No, the VA will send you the entitlement you are eligible to receive. This is meant for you to pay your tuition and/or assist you with your education-related costs.
The Montgomery GI Bill® Selected Reserve (MGIB-SR) program offers up to 36 months of education and training benefits. Can I use other education benefits besides the Reserve GI Bill®?
Yes. We highly encourage students to fill out their FAFSA and apply for other funds such as scholarships to help them pay for their tuition and educational expenses. Additionally, using state funds/benefits does not conflict with your federal VA education benefits.
The Department of Defense (DoD) Tuition Assistance (TA) program provides financial assistance to service members for voluntary off-duty education programs in support of professional and personal self-development goals. TA is available for courses that are offered in the classroom or by distance learning and are part of an approved academic degree or certificate program.
TA Funds are a unique, distinct source of financial aid available to eligible service members. TA will be the first payer of tuition charged to the student (this means TA pays first and the student is liable for any remaining costs related to tuition and fees by paying out of pocket or by using other means of financial aid).
In general, eligible active duty service members can receive TA at a rate of $250 per semester hour cap with an annual ceiling of $4,500. The services are authorized to establish service-specific eligibility criteria to manage TA funds. TA policies and procedures are specific to each branch.
Eligible service members must receive approval from an Educational Services Officer (ESO) or counselor within the military service prior to enrolling.

How will I receive this benefit?
Chapter 33 students are eligible to receive three main education benefits each enrollment period they use their benefits:
- Tuition Payment: The VA will cover up to 100% of your in-state tuition and fees associated to courses required for your degree plan.
- Book Stipend: The VA will award students a book stipend each semester they are enrolled. The book stipend is limited to $1,000.00 each year.
- Housing Stipend: Students enrolled more than 1/2 time (51% or more) are eligible to receive a housing stipend.
Tuition payment information
MSU Denver will report 100% of your in-state tuition costs to the VA. The VA will cover the percentage you have been awarded (this can be found on your COE). For example, if your tuition and fees for a semester are $2,600.00 and you were awarded Chapter 33 benefits at 60%, the VA should pay MSU Denver $1,560.00. The remaining tuition balance is the student’s responsibility.
Book stipend information
The VA awards recipients of Chapter 33 benefits a book stipend each semester they use their benefits. Students will receive approximately $41.67 per credit hour; the yearly amount cannot exceed $1,000.00. This also depends on your award percentage.
What is the monthly housing allowance (MHA) rate?
Your MHA is the same as the monthly military Basic Allowance for Housing (BAH) for an E-5 with dependents. It may vary based on these factors:

How will I receive this benefit?
Chapter 31 students are eligible to receive three main education benefits each enrollment period they use their benefits:
- Tuition Payment: Your VR&E counselor will provide you with a Tuition Purchase Order number (PO#) which the Bursars office will use to bill your tuition and fees associated to courses required for your degree plan.
- Book Voucher: Your VR&E counselor will provide you with a Books Purchase Order number (PO#) to use at the MSU Denver Bookstore to purchase your course required books.
- Housing Stipend: Students enrolled 1/2 time or more (50% or more) are eligible to receive a housing/sustenance stipend (this varies case by case and can be further explained by your VR&E counselor).

Tuition payment information
MSU Denver will report 100% of your in-state tuition costs to VR&E. Any courses that are not part of your degree plan cannot certified or billed to VR&E.
Book voucher information
Your VR&E counselor will provide you with a PO# specific to MSU Denver’s bookstore. This PO# will be used similar to a voucher for the purchase of your school materials. Click here to find your books for the semester.
Monthly housing allowance information
Students with a Rate of Pursuit (RoP) equal to or greater than 50% may be eligible for MHA every month they they are enrolled in courses. The MHA rate is equivalent to the BAH rate of an E-5 with dependents for the school’s zip code when taking in-person courses.

To verify enrollment with the VA, beneficiaries have the following options available:

Text: To verify via text, beneficiaries can opt-in when they begin using their benefits to receive a text message from VA on the last day of each month to confirm their enrollment.

Email: If beneficiaries choose to opt out of text verification, they will receive monthly enrollment verification messages by email.

Online: Beneficiaries can verify their enrollment through VA’s online tool.

Ask VA: Beneficiaries can verify through Ask VA by sending a message with their enrollment dates.
If a beneficiary would like to change their enrollment verification method, such as to text or email, they can call the Education Call Center (ECC) at 888-442-4551, 7 a.m. to 6 p.m. CT, Monday through Friday.

- Graduate full-time rate for Fall 2026 is 6 credits from 8/17/26 to 12/13/26.
- Undergraduate full-time rate for VA benefits for Fall 2026 is 12 credits from 8/17/26 to 12/13/26.
- The half time rate for Fall 2026 is 7 credits from 8/17/26 to 12/13/26.
- For Fall 2026, 6 credits only does not rate housing.
Guidelines

- The course delivery methods that are considered on campus by the VA are the following: In-Person, Hybrid In-Person, Dual Mode: In-Person, Field Experience, Practicum, and Internships.
- The course delivery methods that are considered online by the VA are the following: Asynchronous Online, Synchronous Online, Hyflex, SyncFlex Dual Mode: Online, and Hybrid Online.
- Methods of instruction that combine online and in person cannot be certified to the VA as in person until the instructor confirms you have attended in person.
- Self-Paced Asynchronous online method cannot be certified to the VA until after the semester is over and the instructor reports the dates the course worked was started and finished.
- Classes with different start and end dates will affect the housing stipend.
- Benefits are prorated when enrolled less than full time.
- Post 9/11 requires enrollment of greater than half time to receive Monthly Housing Allowance.
- Distance learning courses (online, correspondence, self-paced online) can affect Post 9/11 MHA. Contact us with questions.
- Post 9/11 students need to submit a Certification Request no later than 1/20/26 for Spring and 06/08/2026 for Summer to avoid service fees.
- Tuition does not need to be paid up front when a certification is submitted on time and you can disregard any notice about your balance unless you are less than 100% eligible for Post 9/11.
- Only courses that are required for your degree can be certified.

All Benefits
- The VA pays in arrears (first of the month for the prior month) and prorated for any month in which you are not in class for the full month
- All students must submit a Certification Request after registration for each semester they intend to receive VA payments.
- Only courses that are degree requirements can be certified
- Online remedial courses are prohibited from being certified for VA benefits
- Inform us of ANY registration changes so we can report that in a timely manner and advise you of the impact.
Post 9/11 & Fry Scholarship
- Students in only distance learning courses (online, self-paced and correspondence) are only eligible for Half the National Average of BAH.
- Book stipend is capped at 24 credits for the academic year. If you attend full time in Fall and full time in Spring, you will not receive a book stipend for Summer.
- To qualify for full BAH you must be full time with at least one course on campus or the method of instruction is listed as hybrid.
- Starting with the Spring 2022 semester, you must verify your enrollment monthly to receive BAH payments. Call 1-888-442-4551 to opt into verifying by text message.
- If you attend half time or less you will not receive BAH. BAH eligibility.
- Active Duty members are not eligible for the BAH. If you separate from active duty during the term or applied for benefits prior to separation the VA will need your DD214 to change your status.
- VA Will Not Pay For Any Tivoli Book Store Charges to Your Account
- The VA will pay for the mandatory school health insurance if you are 100% eligible for Post 9/11 GI Bill. Keep the additional insurance even if you already have coverage.
Post 9/11, Fry Scholarship & VR&E
- Once the add/drop deadline passes and charges are solidified tuition and fees will be reported to the VA for Post 9/11 and Fry
- VR&E will be paid by your counselor when they are invoiced after add/drop by the Bursars Office
- The RTD bus pass is an opt-in fee and is not a mandatory fee; therefore, it is not paid for by the VA.

In accordance with section 103, Public Law 115-407, Metropolitan State University of Denver will not penalize or limit the participation of students covered under the Chapter 33 Post-9/11 GI Bill ® or Chapter 31 Veteran Readiness and Employment while awaiting the payment of tuition and fees by the US Department of Veterans Affairs. The University will not drop covered students for non-payment.
- To be a covered individual, MSU Denver will require the following documentation by the first payment deadline, no later than the first day of the start of the term:
- Certificate of Eligibility; or
- Statement of benefits; or
- VR&E Authorization; and
- Certification Request by the first day of the term.
- If the student fails to request this status by the start of the term, the student will be subject to service charges as stated on the Bursar’s Office website.
